MINIMUM HEAT

The weather outside has begun to get quite chilly in some parts of the country. More than a few landlords are concerned that their rental residents will keep the temperature at a minimum temperature so that pipes will not freeze when the temperatures drop even more. One landlord asked a question we hear every winter:

 
"It is in the lease that heat must be maintained to prevent pipes from freezing. The tenants pay their own heat. Is there something I can physically install that can prevent the heat from going below a certain temperature--say 60 degrees?"
